Moscow discussed the need to regulate electric scooters instead of a ban

20.07.2025

Deputy Head of the Moscow Department of Transport Dmitry Pronin spoke about a possible ban on electric scooters in the city. He noted that this type of transport is very popular – from the beginning of the season, Muscovites have made more than 35 million trips on scooters. Pronin believes that instead of the ban, it is necessary to correctly adjust the use of electric scapers to make trips safe.

Since 2018, the rules for operators of scooters, speed restrictions and more than 350 special slow zones have already been introduced in Moscow. To control the scooters, video surveillance cameras are used, as well as the mandatory registration of users via MOS ID and license plates on scooters. Such a complex of measures helped reduce the number of accidents involving electric scapers by 60% in early 2025 compared to last year.
