New rules for selling smartphones are introduced in Russia

On September 1, 2025, new requirements for the sale of smartphones and tablets will begin to apply in Russia. Manufacturers will have to provide users with free access to the Russian store Rustore, including the possibility of downloading, updating and paying for programs. This was announced by State Duma deputy Anton Nemkin.

According to amendments to the law “On the Protection of Consumer Rights”, any restrictions on the work of Rustore or pre -installed software will be considered a violation. This applies primarily Apple, whose default devices do not support third -party applications stores. In case of non -compliance with the requirements, the gadget can be recognized as poor -quality goods, which gives the buyer the right to return, repair or replacement.

New rules also prohibit blocking Russian payments or applications from Rustore. According to Nemkin, this will protect the interests of users and developers, especially against the background of restrictions introduced by foreign companies after 2022.

Currently, Rustore is preinstalled by devices with Android and Harmonyos. The version for iOS has already been developed, but its appearance depends on the implementation of Apple Russian requirements. The law is aimed at developing digital sovereignty and reducing dependence on foreign technological solutions.
