Ashgabat, September 11, 2025 – From September 10 to 11, 2025, the United Nations Population Fund (UNFPA) Office in Turkmenistan held a consultative meeting on the further improvement of legislative norms in the field of ensuring family well-being and countering domestic violence. Representatives of the relevant ministries and departments of the country participated in the event. The consultations were conducted by UNFPA International Consultant, Ms. Morgane Landel.
The consultative meeting was organized to provide technical support for the implementation of the “Roadmap for the Recommendations of the National Survey on the Health and Status of Women in the Family in Turkmenistan for 2022-2025” and the Concluding recommendations of the Committee on the Elimination of Discrimination against Women from March 2024. During the meeting, participants discussed international experience in legislation for protecting women’s rights, as well as the inclusion of relevant norms in the national legislation of Turkmenistan.
The adoption of a comprehensive law on family well-being and countering violence against women in the family will create a robust, institutionalized legal basis for the protection of women and girls. This includes aspects such as the clear definition of violence as a crime, the establishment of specific procedures for immediate protection, the creation of an interdepartmental mechanism for responding to and coordinating the actions of all key services, and the allocation of necessary funding and resources to support survivors. Improving legislation is a key condition for effectively countering violence against women and girls and achieving gender equality in the country.
Ms. Morgane Landel’s mission to Turkmenistan is her second this year, and it underscores UNFPA’s consistent support in developing the national capacity of the country. The consultations are part of UNFPA’s long-standing cooperation with the Government of Turkmenistan, aimed at strengthening the legal framework and the country’s capacity to ensure gender equality and protect women’s rights.
Ms. Morgane Landel, a native of France, is an expert in international criminal law and a human rights lawyer. She has more than 15 years of experience in issues related to access to justice, human rights, gender equality, and violence against women. She is the author of publications on international criminal law, humanitarian law, and human rights. Ms. Landel is also fluent in French and English.
