Ashgabat, 12 September 2025 – The United Nations Development Programme (UNDP), in coordination with the Ministry of Foreign Affairs of Turkmenistan and with the support of the Ministry of Environmental Protection, convened a national workshop to discuss the process of updating Turkmenistan’s Nationally Determined Contribution (NDC 3.0) under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Climate Agreement.
The workshop aimed to familiarize participants with the guiding principles, methodology and steps involved in the preparation of the updated NDC 3.0, as well as to facilitate dialogue on its content and next steps. The event brought together representatives of government institutions, academia, international organizations and civil society.
Discussions focused on key elements to be incorporated into the updated NDC 3.0. These include more detailed commitments on reducing greenhouse gas emissions, an expanded section on climate adaptation, and the integration of biodiversity, land degradation and climate finance, with clear reference to financing sources. The updated NDC will also highlight the role of the private sector in advancing climate action and emphasize social inclusivity.
“The preparation of the updated Nationally Determined Contribution is not only about fulfilling Turkmenistan’s international commitments under the Paris Agreement, but also a strategic opportunity to lay the foundation for sustainable development, strengthened climate resilience, and green economic growth of the country,” said Mr. Farhat Orunov, Programme Analyst, UNDP Environmental Portfolio in Turkmenistan. “For UNDP, supporting this process is a key part of the global initiative to strengthen national capacities for climate action. We attach particular importance to the fact that this meeting brings together representatives of government bodies, academia, international partners and civil society.”
Nationally Determined Contributions are a central element of the Paris Agreement and a key instrument for achieving its long-term goals. They reflect Turkmenistan’s efforts to reduce greenhouse gas emissions and to adapt to the impacts of climate change. Under the framework of UNDP’s global Climate Promise 2 initiative, UNDP in Turkmenistan is providing support for the preparation and update of NDC 3.0.
As part of the Climate Promise 2 initiative, UNDP subsequently supported an additional analysis of the current NDC, which identified existing gaps and outlined opportunities to further enhance Turkmenistan’s climate ambitions, particularly with regard to reducing greenhouse gas emissions.
