Reading speed is associated not only with physiology, but also with human experience. One of the factors here is a passive experience. People who have been surrounded by literature from childhood have a huge passive vocabulary. Therefore, even rare and complex words, they will recognize immediately. For those who are faced with a written speech infrequently, reading is slower, since they have to remember the meaning of certain words or guess this from the context.

The second factor is language knowledge. Even if you know a foreign one well, reading on it will happen slower.
