The Russian government plans to introduce a mandatory accounting of pets by May 2026. According to Elena Sharoykin, Chairman of the Commission of the Public Chamber of Ecology, various methods will be used to identify pets, including microchips and tattooed brands.
The specific implementation of the system has not yet been defined. It is assumed that accounting will be kept through the state veterinary system. Options of animal marks include electronic radio frequency tags-transponders, microchips and other similar products.
According to the expert, the effectiveness of the system depends on the introduction of responsibility for animal owners. Without a coercion mechanism, the accounting procedure can remain mandatory only for law -abiding citizens, while violators will avoid punishment.
Sharoykina does not expect a mass ejection of pets because of the new rules. The accounting procedure will be free for the population, in contrast to the very marking of animals. As the expert noted, it is difficult to imagine the owner who has been taking care of the animal for years, but get rid of him due to the free registration procedure.
