On September 8, 2025, Turkmenistan’s Foreign Minister Rashid Meredov held a meeting with Finland’s OSCE Special Representative, Ms. Terhi Hakala. The discussion focused on strengthening constructive cooperation between Turkmenistan and the OSCE.
At the outset, Minister Meredov expressed gratitude to Ms. Hakala for her contributions to advancing partnership and highlighted Finland’s important role in enhancing the effectiveness of OSCE operations.
The parties reviewed the long-standing and fruitful collaboration in political, economic-environmental, and humanitarian spheres. The significance of ongoing projects and programs in these areas was emphasized.
Special attention was given to Turkmenistan’s increasingly active engagement with OSCE institutions, including the Parliamentary Assembly, the High Commissioner on National Minorities, the Office for Democratic Institutions and Human Rights, and the Representative on Freedom of the Media.
In light of the 50th anniversary of the Helsinki Final Act, the symbolic importance of Finland’s OSCE Chairmanship—being the country where the historic document was adopted—was noted.
Both sides agreed that Finland’s priorities for strengthening dialogue and trust align with Turkmenistan’s neutral foreign policy and international initiatives, including the designation of 2025 as the International Year of Peace and Trust.
The meeting concluded with a shared emphasis on coordinating efforts to ensure security, develop energy cooperation, and enhance transport connectivity. The importance of exchanging experience in human rights protection, strengthening democratic institutions, and upholding the rule of law was also affirmed.
