Originally selected by the Council of Europe in 1955 from over 100 submissions, the flag has come to symbolize unity, harmony, and completeness among European nations. Its design — a blue background with a circle of 12 golden stars — does not represent the number of countries, but rather shared values and the aspiration for unity.
