Within the framework of the project “Support to the Development of a Financial Account to Further Introduce System of National Accounts 2008”, implemented by the United Nations Development Programme (UNDP) and the State Committee of Turkmenistan on Statistics, a Turkmen delegation conducted a study visit to Estonia from 9 to 12 December 2025. The delegation included representatives from the State Committee of Turkmenistan on Statistics, the Central Bank of Turkmenistan, and the Ministry of Finance and Economy of Turkmenistan.

The primary objective of the visit was to study Estonia’s advanced practices in the compilation of financial accounts, the use of administrative and digital data, and the application of modern information solutions in statistical and financial-economic processes. Familiarization with Estonia’s experience aims to further strengthen the national statistical system and support the gradual implementation of international standards of the 2008 System of National Accounts.
During the visit, the Turkmen delegation held working meetings with representatives of the e-Estonia Briefing Centre, Statistics Estonia, the Ministry of Finance, the Bank of Estonia, the Ministry of Justice and Digital Affairs, as well as representatives of the financial and ICT sectors. The Estonian side presented its experience in digital transformation of public administration, which ensures effective inter-institutional data exchange, a high level of process automation, and the production of high-quality, timely, and internationally comparable official statistics.

Particular attention was given to the use of administrative data sources, including tax and customs data, for national accounts and government finance statistics. Practical aspects of implementing electronic invoicing, digital identification (eID), and the X-Road data exchange platform were discussed, highlighting their role in enhancing the transparency, accuracy, and reliability of financial information.
In addition, participants were introduced to approaches for compiling financial accounts and financial sector statistics, regulatory reporting requirements for banks and other financial institutions, and the use of financial accounts data in the development and assessment of public financial and economic policies, including performance-based budgeting practices.

The project “Support to the Development of a Financial Account to Further Introduce System of National Accounts 2008”, initiated in 2024, aims to support the efforts of the Government of Turkmenistan to strengthen the institutional and methodological capacity of the State Committee of Turkmenistan on Statistics and to improve the quality of official statistical data. Its implementation will enable more in-depth and comprehensive analysis of economic, monetary, and financial developments in the country, while also enhancing the effectiveness of evidence-based policy and decision-making.
